If you're referring to the Keystone XL pipeline, that was a vehicle for the company then named Trans-Canada to get its product to the Gulf Coast for transport to the company's foreign markets. It had nothing to do with prices at the pump or drilling in the US. If you had read the original Trans-Canada filings with the SEC, as I did, you would know this.
Conservative ranchers and farmers in Nebraska also opposed the pipeline because they feared that the inevitable leaks would contaminate the ground water they depend on.
As for drilling, the amount of oil produced in the US hit all time highs during the Biden term.
