It, likely, is not that they are getting rich through contacts. After all, those contacts are not investment geniuses, and are not handing public agents money (let's not confuse lobby types, a/k/a bribers, with contacts). Rather, it is all about investing in what you vote on, when you know who is going to get the contract.
The law is CLEAR, many of these PsOS could be removed because they played the conflict of interest game. Said another way, their claim they can insider trade with impunity doesn't play, because prohibitions against conflicts still ride.
