The answer to my question is that both houses of the state legislature were controlled by Republicans when the balanced budget was passed. It was passed by the voters through a ballot initiative. The Republican Party nationally supports the vast majority of the proposals by the Trump administration. The other Republicans are what we deplorable call RINO’s!
